Stakeholders and Contact Information

The physiotherapy landscape in Canada is serviced by a number of different stakeholder groups. This is not an exhaustive list, however, for ease of understanding the PCE clinical component delays, relevant stakeholders and their roles have been identified.

Provincial Regulation

As a self-regulated health profession in each province and territory, physiotherapists are involved in determining the rules that govern the profession and are accountable for their own behaviour, with the College providing assistance and oversight. 

In each province and territory, the College sets rules and develops programs to ensure that members of the physiotherapy profession practice in the best interest of the public. As related to the PCE the College is responsible for licensure, alongside the Ministries of Health, with different arrangements and requirements from jurisdiction to jurisdiction.

National Physiotherapy Advisory Group

In support of the administration of physiotherapy in each province and territory – and to support labour mobility for physiotherapists in the country – there are a number of national physiotherapy organizations that sit on the National Physiotherapy Advisory Group (NPAG), a coalition of national physiotherapy related organizations:

  • Canadian Alliance of Physiotherapy Regulators (CAPR),
  • Canadian Council of Physiotherapy University Programs (CCPUP).
  • Canadian Physiotherapy Association (CPA), and
  • Physiotherapy Education Accreditation Canada (PEAC)

The mission of NPAG is to promote the provision of quality physiotherapy services and positive health outcomes for Canadians through collaboration and communication on matters of mutual interest. NPAG meets regularly to discuss issues of importance to the profession.

The Members of NPAG

The Canadian Alliance of Physiotherapy Regulators (CAPR) “is a credentialling and assessment agency that provides Evaluation Services on behalf of our Members – the Canadian provincial and territorial physiotherapy regulators (called Colleges). On behalf of our Members, we review the education and qualifications of applicants educated outside of Canada to determine whether or not they are substantially different from those of Canadian-educated physiotherapists. For both Canadian- and internationally-educated physiotherapists, we administer the Physiotherapy Competency Examination (PCE) to determine a candidate’s readiness for safe, effective and independent physiotherapy practice.” https://www.alliancept.org/about-capr/

Essentially, CAPR is responsible for administering the PCE nationally (the written component and the clinical component) on behalf of the Colleges as the accepted (and in some cases legislated), reliable and valid assessment method for protecting public safety and validating competency in advance of licensure.

The Canadian Council of Physiotherapy University Programs (Academic Council) is a national organization which includes representatives from Canada’s 15 physiotherapy university education and research programs and physiotherapy colleagues from the accreditation, regulatory and association sectors. “CCPUP fosters collaboration and exchange of information among Canadian physiotherapy educational programs and associated organizations to promote excellence in curricular content and program delivery.” https://www.physiotherapyeducation.ca/about.php

Essentially, CCPUP facilitates a national approach to advancing physiotherapy programs in Universities across Canada.

The Canadian Physiotherapy Association is the profession’s association; comprised of 17,000 members the CPA  leads, advocates, and inspires excellence and innovation to promote health. 

Essentially, CPA represents the needs, opinions and wants of its members to advance the profession. The CPA collaborates with provincial and territorial branches on items impacted by provincial and territorial jurisdictions and legislation and in relations with provincial and territorial Colleges.

Physiotherapy Education Accreditation Canada (PEAC) conducts accreditation reviews of Canada’s fifteen Physiotherapy education programs. All physiotherapy programs in Canada currently hold an accredited status. https://www.peac-aepc.ca/english/index.php

Essentially, PEAC ensures the physiotherapy programs in Canada meet the standards of accreditation.
